Steve Flood announced his run for Luzerne County Commissioner on Tuesday,
saying it's the only way he can fix some of the problems he's uncovered as
county controller. &nbsp;&nbsp;&nbsp; 
 ``I feel that in my desire to clean up Luzerne County, I have gone as far
as I can with the attitude of the present majority commissioners. There is no
cooperation nor even negotiation,'' Flood told a group of 30 friends and
supporters at Genetti Hotel &amp; Convention Center. &nbsp;&nbsp;&nbsp; A Democrat, Flood said he recently talked to Gov. Ed Rendell, and Rendell
agreed to allow him to have input into the governor's nomination of a
controller replacement if Flood is elected commissioner. &nbsp;&nbsp;&nbsp; 
 Flood acknowledged that the governor may have difficulty sealing in an
appointment because it must be confirmed by two-thirds of the state Senate,
but Flood said he would make sure a capable acting controller was in place
during the interim. &nbsp;&nbsp;&nbsp; 
 Flood said he and his staff uncovered millions of dollars in waste and
corruption since he became county controller in January 2002. &nbsp;&nbsp;&nbsp; 
 ``I have turned the old controller's office from one of a rubber-stamp
department into a totally independent entity that has plenty of teeth, and we
do bite.'' &nbsp;&nbsp;&nbsp; 
 He said one of his greatest achievements was helping to reorganize the
county pension fund. &nbsp;&nbsp;&nbsp; 
 His goals include modernizing the county's financial system, hiring a grant
writer to secure more state and federal funding, analyzing the assessor's
office and working with CityVest on riverfront development. &nbsp;&nbsp;&nbsp; 
 Flood told supporters to ``stay tuned'' because he will assemble a ``dream
team'' slate in coming weeks. He isn't saying if he will run alone or with a
Democratic teammate. &nbsp;&nbsp;&nbsp; 
 He praised Republican minority Commissioner Stephen A. Urban, who is
considering running for re-election. &nbsp;&nbsp;&nbsp; 
 ``In my opinion, he's the most sincere, honest and dedicated commissioner
Luzerne County's seen for the past 30 years,'' Flood said. &nbsp;&nbsp;&nbsp; 
 Democratic Treasurer Mike Morreale, who is running again, will likely have
a spot on the ``dream team,'' though Flood hasn't identified members yet. &nbsp;&nbsp;&nbsp; 
 Flood told his audience, which included local businessmen Thom Greco and Y.
Judd Shoval, that Morreale is a ``true and honest man who has a real
backbone.'' &nbsp;&nbsp;&nbsp;
