WILKES-BARRE - A city man accused of hiding fugitive Sean Thomas Quinn
blasted officers during a foul-mouthed tirade at his arraignment Friday. &nbsp;&nbsp;&nbsp; 
 Richard Wayne Mills, 47, of Anthracite Street, said he doesn't know where
Quinn is and called Old Forge police "incompetent" for allowing Quinn to slip
out of his handcuffs in the back of a police car early Tuesday morning. Quinn
then took off in the police car, crashed it and fled on foot. &nbsp;&nbsp;&nbsp; About 100 officers launched a massive search for Quinn in Wilkes-Barre and
Ashley on Thursday, but couldn't find him despite several leads. The search
included mounted police, a state police helicopter, and many officers in
uniform and undercover on foot. Quinn remained loose as of Friday night. &nbsp;&nbsp;&nbsp; 
 "He sure made some bozos out of you," said Mills to police inside District
Judge Martin Kane's courtroom in Wilkes-Barre on Friday afternoon. "How could
you let someone escape custody and not only escape custody but take the police
car? You're a bunch of (expletive) nitwits. The incompetence! Just think if he
rapes somebody or murders somebody." &nbsp;&nbsp;&nbsp; 
 Police say they pulled Mills over Tuesday night after receiving information
that Quinn might be with him in his car. Quinn wasn't there and Mills told
police he would attempt to find out where Quinn was and get back to them.
Police contacted Mills again the next day and they discussed where Quinn could
be. On Thursday, an undercover officer says he saw Mills and Quinn walking
together on Frederick Street. He said he commanded them not to run and Quinn
immediately fled on foot. Police issued an arrest warrant for Mills the next
day, accusing him of concealing information about Quinn from police. &nbsp;&nbsp;&nbsp; 
 "I saw him on the street; what's wrong with that?" Mills asked Friday. "I
don't know where he's at and I don't care where he's at. ... Find him yourself
you incompetent (expletive)." &nbsp;&nbsp;&nbsp; 
 Kane placed Mills in the Luzerne County Correctional Facility in lieu of
$25,000 straight bail on a felony charge of hindering apprehension or
prosecution. His preliminary hearing is scheduled for 1 p.m. Nov. 21. &nbsp;&nbsp;&nbsp; 
 Mills was caught at about 2:30 p.m. Friday after, Wilkes-Barre police said,
he tried to steal a man's vehicle in the area of Carey Avenue in Wilkes-Barre.
They say the man chased Mills to Kus Tire next to Januzzi's Pizza on Carey
Avenue. &nbsp;&nbsp;&nbsp; 
 Heath Rusinko of Wilkes-Barre said he was "hanging out" at Kus because he
is friends with people who work there, and confronted Mills after he ran into
the garage area. &nbsp;&nbsp;&nbsp; 
 "He said, `If anyone comes, tell them I'm not here,' " Rusinko said. "I
said, `You don't belong here. You have five seconds before I club you in the
head with a baseball bat.' " &nbsp;&nbsp;&nbsp; 
 Rusinko said six or seven police cars responded and officers pulled out
their guns. He said an officer kicked Mills to the ground and they wrestled
before Mills was arrested. &nbsp;&nbsp;&nbsp; 
 Mills complained of neck pain after the arrest and demanded that he receive
medical attention. &nbsp;&nbsp;&nbsp; 
 Wilkes-Barre police said Mills will be charged next week with crimes
relating to the attempted car theft. &nbsp;&nbsp;&nbsp; 
 After Mills was arrested, a mounted police officer strolled through the
area searching for Quinn. &nbsp;&nbsp;&nbsp; 
 Quinn is white, 6 feet tall with a shaved head and goatee. He has a red,
blue and black tattoo on his left arm, police say. &nbsp;&nbsp;&nbsp; 
 Police had Quinn in custody briefly Tuesday morning in connection with a
burglary at Nikki's/Gemma's Pizza on Lonesome Road in Old Forge. He was placed
in a police cruiser, but because of a missing pinky finger on his right hand,
he was able to get free of the handcuffs, police said. &nbsp;&nbsp;&nbsp; 
 Quinn fled in the cruiser onto Main Street with Old Forge police in
pursuit. The pursuing police car crashed into a house, injuring officer Kerry
McHugh and another suspect apprehended in the burglary. &nbsp;&nbsp;&nbsp; 
 Police said Quinn continued and crashed the police car on Ann Street in
Duryea. &nbsp;&nbsp;&nbsp; 
 Mills has a history of arrests locally including an Aug. 12 arrest on
charges of driving under the influence of alcohol. In that case, police said
they found an intoxicated Mills driving a stolen car. Police said he scuffled
with officers after his arrest. The case has not been resolved. &nbsp;&nbsp;&nbsp; 
 He was convicted of drunken driving in 2002 and 2001. In the 2002 case he
also was convicted on charges of resisting arrest and fleeing and eluding
police. &nbsp;&nbsp;&nbsp; 
 Quinn also is wanted on various warrants in Lackawanna and Luzerne
counties. &nbsp;&nbsp;&nbsp; 
 Pennsylvania Crime Stoppers is offering a reward of up to $2,000 to the
person who provides information needed to solve the crime. &nbsp;&nbsp;&nbsp; 
 Anyone with tips about Quinn should call Crime Stoppers at (800) 4PA-TIPS
and anyone who sees Quinn should call 911, police say. &nbsp;&nbsp;&nbsp;
