A man who police said was arrested, escaped, stole a police car and managed
to elude investigators for two weeks was captured outside a township bar
Wednesday night. &nbsp;&nbsp;&nbsp; 
 The 35-year-old spent Thanksgiving behind bars. Police said he was
apprehended on a bicycle. &nbsp;&nbsp;&nbsp; "Twenty-two degrees and riding a bicycle; figure that out," said Chief
James Balavage of the Kingston Township Police Department just after Quinn's
late-night arraignment in Kingston Township. &nbsp;&nbsp;&nbsp; 
 A tip led police to the Checkerboard Inn at the corner of Carverton and Dug
roads where they were told they would find Quinn, Balavage said. &nbsp;&nbsp;&nbsp; 
 There, at about 9:10 p.m., investigators spotted Quinn pedaling a bicycle
and wearing a red jacket. He attempted to flee again but was surrounded by
officers and was eventually nabbed in the nightspot's parking lot by Kingston
Township officer Charles Rauschkolb. &nbsp;&nbsp;&nbsp; 
 Quinn, of Exeter, did not resist once he knew police had him cornered,
according to Old Forge police. &nbsp;&nbsp;&nbsp; 
 Charges against Quinn include escape, theft, fleeing or attempting to
elude, recklessly endangering and conspiracy. Quinn was arraigned by District
Judge James Tupper. He was unable to post the $200,000 bail and he was taken
to Lackawanna County Prison where he remained as of Thursday. &nbsp;&nbsp;&nbsp; 
 Quinn had been staying with 26-year-old Marie Catherine Zuccaro, who lives
in the Meadowcrest apartment complex in the Trucksville section of the
township, according to state police in Wyoming. &nbsp;&nbsp;&nbsp; 
 The wanted man avoided capture for at least part of Wednesday when police
went to Zuccaro's apartment to look for him. He ran out the back door and
managed to have nine more hours of freedom, according to police. &nbsp;&nbsp;&nbsp; 
 She was charged earlier Wednesday with hindering apprehension or
prosecution. &nbsp;&nbsp;&nbsp; 
 Tupper set Zuccaro's bail at $50,000 straight during an arraignment
Wednesday night. Unable to post bail, Zuccaro was sent to the Luzerne County
Correctional Facility. &nbsp;&nbsp;&nbsp; 
 Balavage said Zuccaro played no role in giving police information about
Quinn's whereabouts. The tip that led to his arrest came from another source,
the chief said, but he would not elaborate. &nbsp;&nbsp;&nbsp; 
 Zuccaro was the second person charged with hindering investigator's
attempts to catch Quinn. Richard Wayne Mills, 47, of Anthracite Street,
Wilkes-Barre, was charged last week because officers say they saw him with
Quinn on Frederick Street in Wilkes-Barre. That was after Mills told police he
didn't know Quinn's whereabouts. &nbsp;&nbsp;&nbsp; 
 Quinn, a man with an extensive history of drug crimes, theft and burglary,
was wanted connection with a Nov. 8 burglary at Nikki's/Gemma's Pizza on
Lonesome Road in Old Forge. He was placed in a police cruiser, but because of
a missing pinky finger on his right hand, he was able to slip out of the
handcuffs, police said. &nbsp;&nbsp;&nbsp; 
 He sped away in the cruiser onto Main Street with Old Forge police in
pursuit. The pursuing police car crashed into a house, injuring officer Kerry
McHugh and another suspect apprehended in the burglary. &nbsp;&nbsp;&nbsp; 
 Police said Quinn continued and crashed the police car on Ann Street in
Duryea. &nbsp;&nbsp;&nbsp; 
 Quinn managed to avoid capture again on Nov. 10 when roughly 100 officers
launched a massive search for him in Wilkes-Barre and Ashley on Nov. 10, but
couldn't find him despite several leads. &nbsp;&nbsp;&nbsp;
