It's last call for those who owe fines or have failed to appear in court in
Freeland. &nbsp;&nbsp;&nbsp; 
 The Freeland Police Department has issued warnings to 40 people telling
them to show up at district court soon or they will be arrested. &nbsp;&nbsp;&nbsp; "If they don't turn themselves in, they're going to have four people at
their door and they're going to be handcuffed," said Freeland police officer
Jeff Turse. &nbsp;&nbsp;&nbsp; 
 Turse said anyone whose name appears on a list sent to the Times Leader has
a warrant out for their arrest and should go to District Judge Gerald
Feissner's office in Freeland this week. The officer said people who can't
afford to pay the entire fine can be placed on a payment plan. &nbsp;&nbsp;&nbsp; 
 He said most of the people on the list owe between $100 and $1,000 in
fines, mostly from summary traffic tickets. But, he said a few owe up to
$4,000 for zoning violations. Others have failed to respond to charges or
citations. &nbsp;&nbsp;&nbsp; 
 Turse said by arranging to pay off the fines, those who owe money will save
the hassle of being arrested. They'll also save time for officers and
taxpayers' money. &nbsp;&nbsp;&nbsp; 
 "There have been cops killed serving warrants for $125 traffic tickets," he
said. &nbsp;&nbsp;&nbsp; 
 Turse said he believes it's the first time his department has sent a list
of people who owe money to a media outlet. &nbsp;&nbsp;&nbsp; 
 "It's not a new way of thinking, it's just an easier way to get them to
take care of their traffic tickets," Turse said. &nbsp;&nbsp;&nbsp; 
 Police say the following people should report to District Judge Feissner's
office between 8:30 a.m. and 12 p.m. or between 1 and 3:30 p.m. Monday through
