CLARKS SUMMIT &#8212; Council members recessed its regular council meeting May 6 to research further options for completing manhole repairs within the borough that were not budgeted.Council received one bid for $117,300 from T. Brennan Heavy Equipment, LLC to fix 16 manholes throughout the borough this summer before PennDOT paves state roads in the borough.&#8220;That seems a little high,&#8221; said council member David Jenkins.Council President Gerrie Carey said, &#8220;We don&#8217;t have the money to approve it (the bid).&#8221;Borough Manager Virginia Kehoe was not present at the meeting to advise council why the borough&#8217;s DPW crew could not complete the manhole repairs. It was discussed at the work session and regular meeting that the borough&#8217;s DPW crew is too busy with storm water work.Council voted unanimously to table accepting T. Brennan&#8217;s bid for the manhole repairs until receiving written pricing assessments from Bob Naegele and Neal Bartholme, and an estimated timeline of PennDOT&#8217;s paving schedule.&#8220;Time is of the essence,&#8221; said council member Vincent Cruciani.As a result, council will resume the meeting at 5:30 p.m. on May 14 to vote on the manhole repairs.&#8220;We need to get this stuff done so it&#8217;s not costing our residents an arm and a leg,&#8221; said Jenkins.Carey and Vice President Dominic Scott of the finance committee will still have to determine how to pay for the unbudgeted manhole repairs, regardless of whether T. Brennan Heavy Equipment or the DPW crew complete the repairs.Council will also vote May 14 to determine the new full-time police officer. Council held executive sessions to interview two candidates, Pat Gibbons and Kevin Yetkowskas, before the regular council meeting, and recessed after the meeting to discuss personnel issues.
