LAUREL RUN &amp;ndash; Borough solicitor Stephen Menn confirmed Thursday that four council members running for re-election this year will need to have their names written in if they want to be elected.
But only three seats will be filled, as the 2007 election cycle will be the first of two that will reduce the size of council from seven members to five.
And one council member, Lois Roughsedge, told council that she would not be seeking election to another term.
Of the remaining three, Mary Vital will be eligible for a four-year seat, and Brian Correll and Michael Disler may seek two-year terms. Both men were appointed to their seats, and need to be elected in their own right to fill out the balance of the terms they were appointed to.
Council members failed to file nominating petitions before the March deadline and will now need 10 write-in votes in order to win their primaries. The write-ins would need to be spelled the same in all cases in order to be legally acceptable, according to election law.
 In 2009, the remaining council members &amp;ndash; Robert Bonk, Judy Bonk and Chris Scavone &amp;ndash; will be up for re-election. Of those three seats, only two will be filled in order to complete the reduction.
 Council also announced the receipt of $3,900 from the Federal Emergency Management Agency for use on rebuilding Mountain Oaks Drive, which received flood damage in November. The grant covers the estimated cost of repair work, which will begin soon.
 A proposed ordinance governing the use of all-terrain vehicles and other recreational vehicles on borough property was presented for discussion by council. The intent of the ordinance is to prevent unauthorized vehicles from using the newly designated park at the foot of Giants Despair and any other borough property. Under the proposal, violators may be fined between $50 and $300 per incident.
 If council members find the proposal acceptable, the ordinance will be advertised and could be voted on as early at the May meeting, council was told.
