A wind chill advisory is in effect for Luzerne and surrounding counties today while a winter storm on Tuesday through Wednesday has the potential to dump 7 inches of snow, the National Weather Service in Binghamton, N.Y., reports. 

Wind speeds of 16 to 21 miles per hour and high temperatures near 20 will create wind chills of 15 degrees below zero today, likening the chance for frostbite. 
The winter storm watch may be upgraded to a winter storm warning later today as the latest winter storm hits the region. Snow is in the forecast with the possibility of up to 7 inches by Wednesday morning, the weather service reports. 
Snow may chance to freezing rain and sleet Tuesday night/early Wednesday morning that may lessen snow accumulations.
