WILKES-BARRE &#8212; George C. Horwatt has submitted a letter of resignation from the Luzerne County Convention Center Authority.According to an email sent to County Councilman Edward Brominski, Horwatt said his resignation is effective immediately. Horwatt cited several reasons for his decision, criticizing the authority and its members, stating there was a &#8220;serious breach of trust&#8221; between board members.&#8220;A serious breach of trust between board members that are supposed to work together toward common ends has created an untenable situation that leaves me no choice but to resign my position as a LCCCA Board Member effective immediately,&#8221; Horwatt wrote. &#8220;I see no ability for sustainable long-term success at the Authority&#700;s Arena as spending is out of control, revenues historically declining, while a debt of $30m is mounting, as is the board&#700;s incompetence to address such highly critical matters.&#8221;Donna Cupinski, chairwoman of the authority, said Horwatt&#8217;s opinions &#8220;are not accurate.&#8221; She said most of the problems Horwatt cited were created by Horwatt himself.&#8220;We have a good group of nine board members that work together &#8212; no rubber stamping,&#8221; Cupinski said. &#8220;We work for the good of the arena.&#8221;
