First Posted: 11/20/2013 PITTSBURGH (AP) &#8212; A man has sued a western Pennsylvania township police department alleging he was wrongfully arrested on a child-luring charge even though he and his vehicle &#8212; and its license plate number &#8212; didn&#8217;t match the description initially given by the victim.
The federal lawsuit was filed in Pittsburgh Wednesday on behalf of 52-year-old David Andrews, of Beaver Falls.
He was charged last November by Stowe Township police.
The lawsuit says an Allegheny County judge found Andrews not guilty in June after 911 records and the initial police report showed the girl&#8217;s descriptions changed over time &#8212; and cellphone records suggested Andrews was home several miles away when the luring occurred.
The township defendants haven&#8217;t returned calls for comment.
