U.S. Department of Education does an about face on the proposed federal ratings system

<p>NANTICOKE &#8212; A man lighting a cigarette in a public park led to his receiving a citation and his friends getting arrested.</p><p>While monitoring people on Patriot Square just after 8 p.m. Wednesday, Officer Bryan Kata observed Daryl Lowyn sitting on the east park bench on the East Broad Street side light up a cigarette and begin smoking, police said.</p><p>Because smoking is prohibited on the grounds of Patriot Square, Kata approached Lowyn, 44, who police said was with Richard Gimbi, 58, and another male later identified as 21-year-old Leonard Buraczewski.</p><p>As Kata was speaking with Lowyn, he observed Gimbi throw his left arm in a backwards motion while holding a Burger King cup, emptying the contents, which was beer, police said.</p><p>Gimbi, who was visibly under the influence of alcohol, according to police, was taken into custody, lodged at police headquarters and cited with public drunkenness upon his release.</p><p>Officer Joseph Buchalski ran a records check of Buraczewski that showed a capias warrant was issued for his arrest on May 15 by Luzerne County Judge Michael Vough for failing to appear in court on drug charges. Buraczewski was taken to the Luzerne County Correctional Facility and lodged.</p><p>Lowyn was then cited with violating a city ordinance that bans smoking in the park, police said.</p><style>
