<p>WILKES-BARRE &#8212; City police recently filed charges for drug possession or possession of drug paraphernalia in the following incidents:</p><p>&#8226; While responding to a compliant of a man using a controlled substance while parked in a lot along McGarragher Street at 11:35 a.m. Monday, police found Leo F. Hart, 30, of Scranton, allegedly in possession of suspected heroin and drug paraphernalia, police said.</p><p>Hart was arrested and charges were filed with District Judge Rick Cronauer.</p><p>&#8226; Jenna Ann Agens, 34, of Scranton, was charged with possession of drug paraphernalia after police encountered her near Carey Avenue and Walnut streets just before 4 p.m. Friday and found that she was wanted by Lackawanna County authorities. A subsequent search revealed she was in possession of drug-related items, police said.</p><p>&#8226; Michael Kuzmiak, 28, of Scott Township, was charged with possession of drug paraphernalia after he was taken into custody during a traffic stop on East Northampton Street at about 6:22 p.m. on July 23, police said.</p><p>&#8226; Mia Biscotto, 44, of Pittston, was charged with possession of drug paraphernalia after she was taken into custody during a traffic stop. Police allege she was driving the wrong way on a one-way street when she was stopped at Carey Avenue and Elizabeth Street at about 6:46 p.m. on Friday.</p><style>
