Zeroing In: Wilkes-Barre City Council should rethink sewer authority decision

<p>WILKES-BARRE &#8212; A man released from a hospital for an earlier overdose on &#8220;spice&#8221; lit up another cigarette of the synthetic marijuana as he walked away and returned Saturday morning for treatment of another overdose, police said.</p><p>James Bramich, 26, of Cedar Avenue, Scranton, was charged with public drunkenness and drug possession, police said.</p><p>Officers first noticed Bramich as they drove past the Luzerne County Courthouse around 8:10 a.m. to take a prisoner to the Luzerne County Correctional Facility. Bramich had one foot on the roadway and the other on the sidewalk as if he was about to cross North River Street, police said. When they passed by after transporting the prisoner Bramich was still in the same position, police said.</p><p>Officers attempted to speak to Bramich but he was unresponsive and standing still with his eyes closed and a suspected &#8220;spice&#8221; cigarette stuck to his lower lip. They called for an ambulance and waited approximately 10 to 15 minutes for its arrival with Bramich remaining motionless during that time.</p><p>Police said they were informed that Bramich was taken to Wilkes-Barre General Hospital overnight for an earlier overdose, medically cleared and given back his &#8220;spice.&#8221; He smoked a &#8220;spice&#8221; cigarette upon his release and police found him in a catatonic state, leading to his second hospital visit for an overdose, police said.</p><div class="metaInfo"><bylineMeta><p>By Jerry Lynott</p><p>jlynott@www.timesleader.com</p></bylineMeta></div><div class="metaInfo"><shirttailMeta><p>Reach Jerry Lynott at 570-991-6120 or on Twitter @TLNews</p></shirttailMeta></div>
