Chalk board reported stolen from Wilkes-Barre business

<p>WILKES-BARRE &#8212; City police charged two people with possession of a controlled substance.</p><p>&#8226; Justin Dunn, 21, of Wilkes-Barre, was allegedly found sleeping under a picnic table at Kirby Park at 9 p.m. Wednesday. A glass pipe commonly used to smoke marijuana was near Dunn&#8217;s head.</p><p>Police allege Dunn admitted the pipe was used to smoke spice. Several pieces of spice were found in a green vial on the picnic table.</p><p>&#8226; Michelle Lynn Shotwell, 21, of Luzerne, was allegedly found under the influence of synthetic marijuana at 47 S. Washington St. at 8:39 p.m. Wednesday. Shotwell was allegedly found with synthetic marijuana and a syringe. She was transported to a local hospital due to her degree of intoxication.</p><style>
