<p>A contractor for PennDOT has delayed paving on Route 309 in Luzerne County near the Wyoming/Luzerne County line after discovering that a cow tunnel under the roadway is collapsing.</p><p>In the midst of the $6.3 million group project to pave more than 20 miles of roadway in Luzerne and Wyoming Counties, PennDOT spokesman James May said in an email that the contractor discovered the collapsing tunnel.</p><p>As a result, crews have been relocated to other areas within the contract.</p><p>&#8220;A subcontractor is being called in to cap both ends of the tunnel and to fill it with flowable fill, which will halt the collapsing,&#8221; May said in the email.</p><p>Once that is complete, he said the contractor will resume paving Route 309.</p><p>The contract to resurface all 20 miles of roadway is scheduled to be complete by October of this year.</p><style>
