PITTSTON &#8212; City Hall is about to get a little more comfortable.At a meeting Monday night, the city council authorized the mayor and appropriate city officials to execute a loan commitment letter with People&#8217;s Security Bank for the financing of Phase II of City Hall&#8217;s renovation. The city is looking to take a 20-year general obligation note of $1.45 million for upgrades to the facility.According to City Administrator Joe Moskowitz, the building&#8217;s next stage in the energy savings project will feature a new boiler and replacement pipes for heat to the facility. Also, the air conditioning will be upgraded. The building is currently operating on a 100 amp electrical circuit; when the project is finished, there will be a new electrical panel.In February, the council approved a project development agreement with Johnson Controls Inc. to upgrade the building for increased energy efficiency. The project was put on hold after several bids for the project were rejected in October 2014.In other business:The council, with a recommendation from the city&#8217;s engineering firm, Reilly and Associates, awarded a bid to Pennsy Supply for the resurfacing of several streets. The project will cost $98,750.50 for the resurfacing of a portion of Cron Street between Rite Aid and William Street, a portion of Carroll Street and a portion at the intersection of Vine and Market Street.The council approved a $165,000 increase to the Pittston Memorial Library project to improve the new parking lot area with site grading, cut and fill, controls, storm water piping and drainage, asphalt paving, line painting and signage.Spring Alley, between Market Street and Tomato Festival Drive, will be closed from 2 p.m. Friday, Sept. 25 through 11 p.m. Saturday, Sept. 26 for Oktoberfest.The council ratified the contract agreement with the Pittston City Police Association for a period of four years, effective the first day of January 2016 through Dec. 31, 2019.<div class="metaInfo"><bylineMeta>By Nick Wagnernwagner@www.timesleader.com</bylineMeta></div><div class="metaInfo"><shirttailMeta>Reach Nick Wagner at 570-991-6406 or on Twitter @Dispatch_Nick</shirttailMeta></div>
