No rain in sight for the Wyoming Valley

<p>WILKES-BARRE &#8212; City police on Tuesday charged Joshua Stankinas, 21, of East Merritt Street, Plains Township, with drunken driving in response to investigating a crash involving parked vehicles on Wyoming Street on July 15.</p><p>Police alleged Stankinas had signs of impairment and was transported to Geisinger Wyoming Valley Medical Center for a blood test.</p><p>Results of the blood test allegedly showed Stankinas had a mixture of alcohol and controlled substances in his system, police said.</p><p>Stankinas was charged with three counts of driving under the influence of controlled substances, two counts of driving under the influence of alcohol, and one count each of driving an unregistered vehicle and operating a vehicle without insurance.</p><p>The charges were filed with District Judge Martin Kane in Wilkes-Barre.</p><style>
