Observed a buildup of old syrup residue on area above nozzles on beverage dispenser in self-serve area. PIC cleaned at time of inspection. Several in-use plastic cutting boards have buildup of deep cutting grooves on food contact surfaces. No single-use hand towels available in employee restroom. A dead leg plumbing extension was observed in lower section of American buffet table. Violations: Food facility has an employee who held a Certified Food Manager certificate; however, the certificate has expired and is no longer valid. The owner had agreed to have an employee register and pay for the five-year Food Manager Course within 10 days, then email proof to this inspector or fax the Region 3 Office within the next 10 days. The certificate will be obtained within 90 days and a copy of the certificate will be emailed to this inspector or faxed to the Region 3 Field Office upon receipt. Lights are not shielded or shatterproof over the prep tables in the prep area and in the mixing room. Shatterproof bulbs were installed during this inspection. Observed a ceiling fan located above the prep table in the kitchen that had a glass globe covering the bulb. The globe was removed and a shatterproof bulb was installed during this inspection. Spotlights in track lighting above the prep tables in the kitchen are not shielded or shatterproof. Three-compartment sink is not being set up properly during course of day to allow effective sanitizing of food equipment. The in-use sanitizing compartment of the three-bay sink tested at less than 50 ppm chlorine sanitizer. This inspector educated staff to use one cap of bleach to one gallon of water and then test the concentration to ensure result is 50 to 100 ppm. This was corrected during this inspection and proper chlorine sanitizer level was achieved. Violations: The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The food facility does not have the original certificate for the certified food employee posted in public view. Observed food employee using soiled cloth to wipe cutting board at cooking area. Observed wet wiping cloths in cooking and counter area, not being stored in sanitizer solution. Observed several trash cans full of trash stored alongside bags of onions in the back area. PIC moved trash cans from area. Observed cooked bacon in the walk-in cooler being cooled in containers with tight fitting lids, which is not a proper cooling method. PIC removed lid to allow for proper cooling. Dairy, eggs, cheese and deli meat were held between 45 and 52&#176;F in the refrigeration units under the counter in the front area, rather than 41&#176;F or below as required. PIC stated that foods were in units less than four hours. Temperature measuring device for ensuring proper temperature of equipment is not available in refrigeration units under counter and under cooking area. Foods were moved to walk-in cooler until units can be serviced and maintain a temperature. Thermometers in walk-in cooler and refrigeration unit under cooking area are not functioning properly. Refrigeration units in the cooking area not functioning properly and are not maintaining temperature at a minimum of 41&#176;F. Observed a buildup of mold-like residue on interior of ice machine. Observed a buildup of old food residue on area above mixing shaft on milkshake machine. PIC cleaned area at time of inspection. Observed an accumulation of old syrup residue on surface behind dispensing nozzle on soda machine. PIC cleaned at time of inspection. Observed juice/iced coffee machine with an accumulation of dust and residue behind dispensing area. PIC cleaned at time of inspection. Observed a buildup of dust on vent in storage closet.By-Pass Lounge, 2 Bryden St., Pittston, Aug 19. Regular inspection; in compliance. Violations: Observed ice scoop stored in soiled container. PIC cleaned container at time of inspection. Scoop being stored in the ice machine with handle buried beneath the ice. PIC removed scoop during inspection.Broderick&#8217;s Hose Co. Observed deeply-scored cutting boards not resurfaced or discarded as required. Interior of the ice machine observed with a buildup of rust and mold-like residue. PIC turned machine off and will use bagged ice until machine can be serviced.
