<p>WILKES-BARRE &#8212; After hours of deliberation Tuesday, a majority of Luzerne County Council members adopted an annual capital projects plan that earmarks $8.225 million for new projects.</p><p>Other projects proposed by the administration were removed, at least for now, to keep the county&#8217;s remaining $3.377 million in past-borrowed funds in reserve, council members said.</p><p>Among the $8.225 million in authorized projects:</p><p>&#8226; $500,000 for exterior courthouse repairs</p><p>&#8226; $800,000 in bridge repairs</p><p>&#8226; $100,000 for security upgrades</p><p>&#8226; $1.45 million for a new record storage facility</p><p>&#8226; $150,000 for a new roof at the 911 center</p><p>&#8226; $1.8 million in county prison repairs</p><p>The roster also includes $1 million to build a new Division Street Bridge over Solomon Creek. The old bridge was demolished last year after its partial collapse.</p><p>Councilman Stephen A. Urban told his colleagues Tuesday that residents have pushed for a bridge replacement.</p><p>However, the project will cost $2 million and can&#8217;t proceed unless Wilkes-Barre officials agree to fund half the project, county officials said. The city is responsible for half of the span, Urban said.</p><p>Urban said he&#8217;s confident residents who miss the bridge will push city officials for the allocation and noted citizens already have discussed plans for a petition.</p><p>The record storage project stems from a state archive expert&#8217;s 2010 warning that the space the county leases for records in the Thomas C. Thomas building on Union Street in Wilkes-Barre at a cost of $100,200 annually was insufficient due to its temperature extremes, lack of security, leaks and fire hazards.</p><p>Council must adopt a capital plan by Sept. 1 under home rule. A council majority also had opted to scale back or cut out some projects last year so $4.5 million of the funding would be kept in a reserve, saying the county may not be in a position to borrow more for many years.</p><p>The new capital plan also includes $4.2 million for projects already under contract, including computerization upgrades, reconstruction of the rear courthouse parking lot and a voice-over-IP system.</p><p>The administration was asked to post a copy of the revised capital plan on the county website, www.luzernecounty.org.</p><style>
