WILKES-BARRE &#8212; Repair of a fire hydrant leak at Alexandria and Elizabeth streets is affecting residents, including those in a nearby high rise complex on Monroe Street.Joe Pirillo, deputy director of the Wilkes-Barre Housing Authority, said a water buffalo was placed outside the high rise by Pennsylvania American Water.The repairs were expected to be done within two to six hours, Pirillo said at approximately 11:40 a.m.
