Entertainment promoter arraigned for shooting at Wilkes-Barre nightclub

<p>PLYMOUTH &#8212; A Delaware County man who served a lengthy state prison sentence on drug and assault charges nearly 10 years ago was arraigned Tuesday on allegations he attempted to carjack two women one in which had two children in her vehicle.</p><p>Police charged Brian D. Turner, 36, of Chester, with two counts of robbery and related offenses after he allegedly attacked two women in an attempt to steal their vehicles outside the Bull Run Sunoco service station on East Main Street just before 9 p.m. Monday.</p><p>One woman suffered a minor arm injury, police said.</p><p>Turner was detained at gunpoint when Roger Ragukas came to the aid of the two women.</p><p>Ragukas has a permit to legally carry a firearm, police said.</p><p>Police allege they found a plastic bag containing 130 Oxycodone tablets on Turner during a strip search after his arrest.</p><p>According to the criminal complaint:</p><p>Katherine DeLuca told police she returned to her vehicle parked outside the service station after purchasing several items. As she opened the glove box, DeLuca felt her car door open and allegedly encountered Turner yelling at her to get out of her vehicle.</p><p>DeLuca claimed Turner grabbed her shirt attempting to forcibly remove her from her car. DeLuca kicked Turner and screamed for someone to call 911.</p><p>Police said in the complaint that Turner walked to East Main Street where he attempted to gain access to another vehicle operated by Christina Kocher.</p><p>Kocher told police she was forced to stop due to other stopped vehicles in front of her. She claimed Turner stood in front of her vehicle yelling, &#8220;Help, help, call 911. Please, someone is trying to kill me,&#8221; the complaint says.</p><p>Kocher said Turner opened the driver&#8217;s side door of her vehicle and yelled, &#8220;Get the (expletive) out,&#8221; according to the complaint.</p><p>Turner allegedly grabbed Kocher by the hair removing her from her vehicle that began to roll away with her two children inside. The vehicle struck a gasoline pump island where it stopped, the complaint says.</p><p>The two children were not injured.</p><p>Ragukas heard Kocher scream for help and ran toward her holding Turner at gunpoint until police arrived.</p><p>Court records say Turner was sentenced in Delaware County in 2007 to two-to-four years in state prison on drug and assault charges.</p><p>Turner was arraigned by District Judge Ronald Swank in Wright Township on two counts of robbery of a motor vehicle, three counts of reckless endangerment, and one count each of simple assault, possession with intent to deliver a controlled substance and possession of a controlled substance. He was jailed at the Luzerne County Correctional Facility for lack of $50,000 bail.</p><style>
