<p>WILKES-BARRE &#8212; Travis Lee, 23, was issued a citation for disorderly conduct after a neighbor on South Hancock Street alleged he exposed his buttocks to her Friday afternoon, police said.</p><p>The victim, 55, showed the officer a video on her lap top of the neighbor showing his buttocks to her.
