Attorney General Kathleen Kane announces two child predator arrests in Luzerne County

<p>WILKES-BARRE &#8212; Police were dispatched to the area of Sullivan and South Franklin streets for a report of a verbal argument. Luzerne County 911 also reported that one of the men in the argument allegedly had a firearm and had fired shots.</p><p>Upon arrival, police found a man identified as Elisha Spencer, 28, who was on Sullivan Street holding a rifle. Officers had him drop the weapon and it was secured in a police car during the course of the on scene investigation.</p><p>Police say Spencer was acting hyper, shouting, cursing and covered with sweat. He also reportedly appeared intoxicated and had a strong odor of an alcoholic beverage about him.</p><p>Police say he was shouting about an altercation he was in and said he was trying to protect his home. Spencer allegedly told police that he fired one shot off into the air and then another into the ground and said &#8220;I almost shot myself in the foot when I did it.&#8221;</p><p>Police say Spencer had been in a verbal altercation with a male who was identified as Joshua Pacheo, 24, who was also at the scene. Police say Pacheo was also hyper, shouting, cursing and covered with sweat.</p><p>Police say it was difficult to get the man to calm down. Spencer was taken into custody, and police say Pacheo persisted in shouting while police were on scene and used obscene language out loud after being told to stop</p><p>Pacheo will be charged via summons for disorderly conduct, while Spencer will be charged with recklessly endangering another person, misdemeanor disorderly conduct and public drunkenness and similar misconduct.</p><style>
