Rotary Clubs engage in drug take back project

WILKES-BARRE &#8212; A man from the Dominican Republic faces deportation after choosing not to fight allegations he helped kidnap a woman at gunpoint.Victor Miguel Soto-Santana, 30, pleaded no contest Wednesday in Luzerne County Court to one felony count each of criminal conspiracy, kidnapping and robbery. He could serve a maximum term of 20 years incarceration for each charge.Assistant District Attorney Dan Zola said, because of a U.S. Immigrations and Customs Enforcement detainer, along with Soto-Santana&#8217;s plea, the man should be deported and never allowed re-entry to the United States.Soto-Santana is scheduled for sentencing Dec. 4 before Judge Michael T. Vough.According to a criminal complaint, Soto-Santana and 25-year-old Pablo Valenzuela on Feb. 1 kidnapped a manager of a West Hazleton Applebee&#8217;s restaurant and forced her to give them money from a safe.Police say the men tailed the woman when she left the restaurant after closing it for the evening, following her to an Interstate 81 entrance ramp where they bumped her vehicle, causing her to lose control.Soto-Santana and Valenzuela then approached the woman, the complaint says, and one of the men told her to &#8220;get the (expletive) back in the car&#8221; while the other man aimed a handgun at her.The woman entered the back seat with one of the men while the other drove back to the Applebee&#8217;s and a third unidentified man followed in the suspects&#8217; vehicle, police say.At the restaurant, the men then allegedly forced the woman to open a door to the building and then a safe, the contents of which they made her empty into a bag.Upon entering the building, however, the woman activated a silent alarm, alerting police, the complaint says.The three men, the woman still their captive, managed to dodge responding police when exiting the restaurant and flee in the woman&#8217;s vehicle, police say, but state police later stopped the vehicle and the men fled on foot.Both Soto-Santana and Valenzuela were captured after a foot pursuit.<div class="metaInfo"><bylineMeta>By James O&#8217;Malleyjomalley@www.timesleader.com</bylineMeta></div><div class="metaInfo"><shirttailMeta>Reach James O&#8217;Malley at 570-991-6390 or on Twitter @TL_omalley.</shirttailMeta></div>
