Traffic stop leads to drug charges for New Jersey man

<p>WILKES-BARRE &#8212;A man that police say was highly intoxicated &#8212;and was found urinating on a building &#8212;is facing charges.</p><p>Police say they saw David Bowman, 36, of Hill Street at 10:20 p.m. on Tuesday in the area of South Main Street. Police say Bowman appeared to be highly intoxicated, and was urinating on a building in the area.</p><p>He was arrested and transported to headquarters, where he was cited for public drunkenness and held until sober.</p><style>
