<p>WILKES-BARRE &#8212; Juan Echevarria-Chaparro, 20, of Wilkes-Barre was found to be in possession of a small amount of marijuana.</p><p>Due to the subject stating he is homeless, he was transported to the Luzerne County Correctional Facility to be arraigned on the charge.</p><style>
