Isolated areas of traffic congestion reported this morning

<p>WILKES-BARRE &#8212; Police reported that an officer was assaulted following a traffic stop on Monday.</p><p>Police said at about 3 p.m they observed a vehicle operated by Maria Locklear, 22, Wilkes-Barre, on Sherman Street, travelling at a low rate of speed and impeding traffic. They also said the vehicle had an expired inspection sticker and a flat tire.</p><p>Officers approached the Locklear and requested her driver&#8217;s license, registration and proof of insurance, according to police.They allege that she began to yell and called 911 to complain about the officers stopping her.</p><p>Police said as they were writing up the appropriate citations, she opened her car door and continued to shout at the officers.</p><p>When a tow truck arrived on scene, police allege that Locklear began shouting obscenities, putting her car in drive and moving it forward, with the tow truck pulling in front of her vehicle and blocking it.</p><p>As police were about to issue citations, a Khalil Abrams, 27, Wilkes-Barre, approached the police vehicle on the passenger side, stating that he was Locklear&#8217;s boyfriend. Police said they directed him to leave the scene.</p><p>The allege that he became irate and to move towards the roadway, becoming aggressive.</p><p>Police said they then attempted to explain to Locklear that, in addition to the citations, she was under arrest for disorderly conduct. It is alleged that she refused to exit the vehicle after several requests.</p><p>When she did eventually exit the vehicle, it is alleged that she pushed an officer, resisting arrest, flailing her arms and falling to the ground.</p><p>Abrams is alleged to then have approached the arresting officers, yelling obscenities. He was taken into custody.</p><p>Officer Harding then walked Locklear towards the front of the car, as she continued to scream expletives and attempt escape, according to police.</p><p>She then allegedly kicked Harding in the knees causing injuries.</p><p>Officer Harding was treated and released at Wilkes-Barre General Hospital.</p><p>Locklear is awaiting arraignment on aggravated assault and other charges.</p><p>Police said Abrams will be charged with disorderly conduct.</p><style>
