PHILADELPHIA (AP) — A massive winter storm isn't just dumping snow on the eastern United States, it's raising flood waters in communities up and down the Atlantic Coast. In New Jersey, a restaurant owner says he's stuck in his building because of flood waters. Jason Pelligrini of Sea Isle tells The Associated Press he was waist-deep in water after moving his car to a high point in town. Emergency officials in Cape May County say flooding had first-responders busy, but that the waters were receding as the tide went out. In Delaware, flooding closed a popular route to the state's beaches and forced about a dozen people to be evacuated from the low-lying community of Oak Orchard. New Jersey Gov.
