<p>WILKES-BARRE &#8212; Daniel Boote, 31, of Wilkes-Barre, was charged with driving under the influence after refusing to submit to a chemical test Saturday.</p><p>Boote&#8217;s vehicle was stopped for a traffic violation on Riverside Drive in Wilkes-Barre at 11:49 p.m. Saturday.</p><p>Wilkes-Barre City Police Officer Kevin Kosakowski observed Boote exhibiting &#8220;signs of impairment,&#8221; according to the police report.</p><p>Boote was arrested and taken to the Luzerne County DUI Center. He refused chemical testing.</p><p>Charges are filed with the District Court and the Pennsylvania Department of Transportation will be notified, according to the police report.</p><style>
