Police charge 2 men with loitering at Sherman Hills

<p>Wilkes-Barre Township Mayor Carl Kuren presented a proclamation to Robert Shinal for getting involved and saving the lives of a mother and her two children with his quick decision in stopping what could have been a tragedy.
