<p>WILKES-BARRE &#8212; Matthew James, 22, is charged with allegedly leaving the scene of a crash.</p><p>Police said they investigated a two-vehicle crash at 1:47 a.m. on Monday in the area of Franklin and West Ross streets. Police allege that James fled the scene, but no further information about the crash was given.</p><style>
