<p>A Wind Chill Watch has been issued for Luzerne, Lackawanna and Wyoming counties and the rest of Northeastern Pennsylvania along with South Central New York, the National Weather Service has announced.</p><p>The watch is in effect from late Saturday afternoon through Sunday afternoon, the NWS in Binghamton, New York, said.</p><p>The NWS lists &#8220;bitterly cold wind chills&#8221; as a hazard with northwest winds averaging 10 to 20 mph and gusts up to 35 mph, leading to wind chills as low as 25 degrees below zero.</p><p>Temperatures are expected to fall to zero to 10 below Saturday night.</p><p>Heading into the watch period, scattered flurries are expected tonight before 7 p.m.; partly cloudy, with a low around 8 degrees and wind-chill values as low as zero. Northwest wind 8 to 13 mph becoming light and variable after midnight.</p><p>Friday, scattered flurries between 2 p.m. and 4 p.m., then a chance of snow showers after 4 p.m. Partly sunny, with a high near 23. Calm wind becoming southwest 5 to 9 mph in the morning. Chance of precipitation is 30 percent. New snow accumulation of less than a half-inch possible.</p><p>Friday night, snow showers, mainly before 1 a.m., then snow to follow and could be heavy at times; low around 10. Wind chill values as low as -3. Southwest wind 6 to 11 mph becoming west after midnight. Chance of precipitation is 90 percent. New snow accumulation of around an inch possible.</p><p>A chance of snow showers Saturday, with scattered flurries before 7 a.m., then scattered flurries.
