HARRISBURG, Pa. (AP) — New laws are on the books in Pennsylvania to exempt people in the military from a tax and to fund oversight of the struggling horse racing industry. One bill signed Tuesday by Gov. Tom Wolf would exempt from the earned income tax all active duty military pay, no matter where it was earned. The other bill would combine the harness racing and horse racing commissions into one entity, require track owners and electronic wagering businesses to pay new license fees and make the industry fund drug testing of horses. Betting on live horse racing in Pennsylvania has declined 71 percent since 2001.
