HELENA, Mont. (AP) — Bill McChesney says he's against big money in Montana politics, but he gave incumbent Gov. Steve Bullock a financial favor just by entering the Democratic primary. Bullock can now keep hundreds of thousands of dollars in contributions that he would have had to return if he had run unopposed. Montana law allows donors to give a gubernatorial candidate a maximum of $1,320 — up to $660 in the primary and another $660 in November's general election. But without a primary challenger, candidates must return donations exceeding $660. It's become a ritual among election watchers to see who Democrats and Republicans can wrangle into primary races. Some say Montana law should be changed. The National Council of State Legislatures says Montana and South Carolina may be the only states requiring refunds when they run unopposed.
