Police: Intoxicated man tampered with traffic signal

<p>WILKES-BARRE &#8212; Police allege that Angelina Stella, no age given, was found in the 100 block of North Main Street at 12:48 a.m. on Saturday.</p><p>Police allege that Stella pulled down her pants and urinated in the grass, and that she was allegedly under the influence of an alcoholic beverage.</p><p>Stella was charged with open lewdness.</p><style>
