Frein told police he fatally shot one trooper and seriously wounded another "because he wanted to make a change (in government) and that voting was inefficient to do so, because there was no one worth voting for," according to a criminal complaint. "How," he asks, "can I pray for peace and then pay (taxes) for war?" Penner, a Mennonite from Akron, is not alone in his quandary. According to the War Tax Resistance Coordinating Committee, a national organization based in Brooklyn, New York, roughly 8,000 to 10,000 taxpayers nationwide withhold all or a portion of their federal taxes. Ruth Benn, the organization's coordinator, said it is difficult to determine exact numbers. "We extrapolate," she said. "People don't sign up for this." As they have done for years, Titus and Linda Peachey of Lancaster attached a letter to this year's tax form which in part states: "We cannot willingly pay taxes for war." FATAL FIRE — Fire officials say a 63-year-old man helped a woman escape from a southwestern Pennsylvania house fire but later died in the blaze. Hiller Fire Company Chief Scott Dolan says the blaze broke out around 5:30 a.m. on Sunday in Luzerne Township. NUCLEAR PLANT-SPENT FUEL RODS — The owner of a Pennsylvania nuclear power plant is trying to build a 22,000-square-foot addition to dispose of spent nuclear fuel. REPORTER SHOVED — Pittsburgh city officials say they found no wrongdoing by a police officer who was captured on video appearing to shove a newspaper reporter outside a Donald Trump rally. ODD-ANNOYED TAX LAWYER — A suburban Philadelphia lawyer with a master's degree in taxation who told Pennsylvania ethics investigators he found paying taxes to be "annoying" isn't getting back his law license. SPORTS: HKN--CAPITALS-FLYERS PHILADELPHIA -- The Wells Fargo Center is sure to be an emotional environment Monday before Game 3, when the Flyers pay a tribute to founder Ed Snider, who died last week at age 83 after a two-year battle with bladder cancer.
