<p>WILKES-BARRE &#8212; Police said a man was charged following the report of a domestic dispute at about 7 p.m. Sunday on Midland Court.</p><p>Khalif Wiggins, 25, is alleged to have punched a victim in the face with a closed fist, causing injury.</p><p>Police said Wiggins was not at the scene when they arrived and charges were filed accordingly.</p><style>
