UBER-PENNSYLVANIA-FINE HARRISBURG — Pennsylvania regulators fined Uber $11.4 million on Thursday — a record for the utility commission — for operating for six months in 2014 without the required approval. The company said it would appeal. The Public Utility Commission, which also regulates buses and taxis, voted 3-2 for a penalty that was considerably lower than the $50 million fine recommended by a pair of administrative law judges in November. ATTORNEY GENERAL-PERSONAL EMAIL PHILADELPHIA — Pennsylvania's embattled attorney general has routinely used personal email accounts to conduct official business, transmitting confidential information and the identities of undercover agents, despite an office ban that says doing so risks security. Kathleen Kane sent or received nearly 4,000 work-related emails through AOL and Yahoo accounts from the time she took office in January 2013 through August 2015, according to records obtained by The Associated Press. CITY HALLS RAIDED-FBI PHILADELPHIA — The former campaign manager for the mayors of Allentown and Reading pleaded guilty in federal court in Philadelphia as part of an ongoing corruption probe in both cities. Michael Fleck pleaded guilty Thursday to one count of conspiracy to commit extortion and bribery and one tax evasion count. The probe was started by the FBI last summer, when agents raided city halls in both Allentown and Reading, as well as the homes of Allentown Mayor Ed Pawlowski and then-Reading Mayor Vaughn Spencer. Constitution Pipeline spokesman Christopher Stockton says Thursday that the pipeline from Pennsylvania's shale gas fields to eastern New York is supported by firm customer commitments. —PENNSYLVANIA AIR QUALITY-STUDY — A study from the American Lung Association says Beaver County and southwestern Pennsylvania are among the worst areas in the country for air pollution. — JUDGE RETIREMENTS — Pennsylvania elections officials are suggesting that counties should post notices at polling places during Tuesday's primary to explain that votes on a judicial retirement age constitutional amendment won't count. —POCONOS BRUSH FIRE — Crews are battling two large brush fires in the Poconos, but an official says firefighters are making progress containing them. —CAPITOL AIRCRAFT — A man who piloted his one-person gyrocopter from Gettysburg through some of the most restricted U.S. airspace and landed on the lawn of the Capitol was scheduled to be sentenced Thursday. —SCHOOL FIGHT VIDEO — A Pennsylvania school says it is investigating after video was posted on Facebook showing adults standing by while students fought in a classroom. —SWIMMING POOL-BABY DIES— Authorities say a baby girl has died after falling into a swimming pool in western Pennsylvania. —POLICE SHOOTING-GAS STATION— Police say they shot and wounded a man who exchanged gunfire with officers outside a western Pennsylvania gas station. —POLICE CHASE-CRASH— A police chase has ended with both an officer and suspect hospitalized in western Pennsylvania. —DELAWARE MEMORIAL BRIDGE-REPAIRS— Another lane has reopened during emergency repairs on the Delaware Memorial Bridge, easing traffic congestion. —STUDENTS ARRESTED-UPPER DARBY— Police arrested five students after a gun and marijuana were found at a parochial school in Upper Darby. —SEPTA BUS-CRASH — Police say one person was injured in a chain reaction crash that included a Southeastern Pennsylvania Transportation Authority bus in Philadelphia. ___ If you have stories of regional or statewide interest, please email them to phillyap@ap.org.
