<p>WILKES-BARRE &#8212; For the third time in as many months, attorneys have sought a motion to continue the preliminary hearing of a former Wilkes-Barre Area School Board president and county prison counselor accused of peddling crack cocaine.</p><p>Louis Elmy, 51, of Nicholson Street, is facing federal charges of distribution and possession with intent to distribute crack cocaine and possessing a firearm while being a habitual drug user. The charges carry maximum penalties of a combined 30 years in prison and $1.25 million in fines, prosecutors said.</p><p>Elmy was <a href="https://www.timesleader.com/news/local/514121/luzerne-county-prison-worker-in-federal-court-on-unknown-charges" target="_blank">arraigned on the charges</a> Feb. 19, and a pair of motions to continue his hearing followed in late February and March.</p><p>The latest motion to continue Elmy&#8217;s preliminary hearing, originally scheduled for Wednesday, indicates <a href="https://www.timesleader.com/news/516385/louis-elmy-may-take-a-plea-deal-on-drug-charges-preliminary-hearing-continued" target="_blank">plea talks remain ongoing</a> between the two sides. Friday&#8217;s filing says the motion is unopposed.</p><p>&#8220;The parties are continuing to negotiate in order to resolve this matter, however, the parties need additional time within which to conclude their plea negotiations,&#8221; Assistant U.S. Attorney Michelle Olshefski wrote in the four-page filing.</p><p>Elmy, who lost a bid for a Wilkes-Barre City Council seat last year, was placed on unpaid administrative leave from the Luzerne County Correctional Facility after the charges surfaced.</p><p>The nature of the allegations remains unclear, as does whether the charges are linked to Elmy&#8217;s employment at the prison, as the charges were not released in court and have not been made available in online federal court dockets.</p><p>Elmy, who has a degree in criminal justice,&nbsp;remains free under stipulations to refrain from traveling outside the court&#8217;s Middle District of Pennsylvania, owning a firearm or contacting potential witnesses, victims or co-defendants.</p><style>
