<p>PLAINS TWP. &#8212; Police charged James Carroll Jr., of Duryea, with driving under the influence, possession of a small amount of marijuana and endangering the welfare of children after a traffic stop early Sunday morning.</p><p>Police said they stopped Carroll at 1:43 a.m. on East Carey Street for an expired vehicle registration. During the stop, officers said they smelled an odor of marijuana inside the vehicle.</p><p>Two 15-year-old girls were inside the vehicle and were released to their parents, police said.</p><p>The driver was arrested for DUI and transported to Gesinger Medical Center for a BAC test which he refused. Caroll was then lodged in Luzerne County Correctional Facility.</p><style>
