Britain votes to leave EU: Cameron to resign; markets rocked

The Latest: Analysts slash estimates for UK economic growth

<p>Scattered areas of traffic congestion in the Wyoming Valley shouldn&#8217;t cause major delays in the morning commute.</p><p>Free-flowing traffic is reported on Interstates 81 and 476. Route 315 is free of congestion, but areas of minor and heavy congestion are reported in both lanes of Route 115.</p><p>The North Cross Valley Expressway is free of congestion, but some could be encountered on the off-ramps. Widespread minor congestion is reported in the southbound lanes of the South Cross Valley Expressway.</p><p>Downtown, isolated areas of minor congestion are reported on Wilkes-Barre Boulevard and onto South Wilkes-Barre Boulevard.
