AAA: National average gas price dropped by a penny overnight

The Latest: Flights resume from US to Istanbul airport

<p>Aside from some isolated areas of traffic congestion, commuters should encounter few delays this morning.</p><p>Heavy congestion is reported on Interstate 81 northbound near Dupont, while Interstate 476 is free of congestion.</p><p>Scattered areas of minor congestion are reported on Route 315, but Route 115 is free of congestion.</p><p>The North Cross Valley Expressway is free of congestion, but some could be encountered on the off-ramps. Scattered minor congestion is reported in the southbound lanes of the South Cross Valley Expressway.</p><p>Downtown, isolated areas of minor and heavy congestion are reported on Wilkes-Barre Boulevard and onto South Wilkes-Barre Boulevard.
