Police: Man highly intoxicated, screams at neighbor

<p>WILKES-BARRE &#8212; Police said a woman alleged to have stolen about $100 from a retail store at about 2 p.m. on Hanover Street, was then found to be in possession of heroin and drug paraphernalia.</p><p>Police said Ashley Luczak, 28, Mocanaqua, also had an arrest warrant.</p><style>
