PGC program reflects rising interest in fishers

<p>WILKES-BARRE &#8212;While both remain firm in claims they are on the right side of the law, Wilkes-Barre Area School Board Solicitor Ray Wendolowski and attorney Kim Borland have been discussing options in their legal battle regarding release of Wilkes-Barre Area building plans.</p><p>On Dec. 2, Borland, a regular critic of the school board&#8217;s process in deciding to consolidate Meyers and Coughlin high schools, requested plans for the new building to rise on the existing Coughlin site, and for plans to the renovated Mackin Elementary building.</p><p>The district rejected the request, and Borland appealed that decision to the state&#8217;s Office of Open Records. Both men filed <a href="https://www.timesleader.com/news/518661/attorneys-duel-over-release-of-w-b-area-school-building-plans" target="_blank">written arguments</a> and, on June 21, the OOR ruled <a href="https://www.timesleader.com/news/557328/w-b-area-ordered-to-release-high-school-mackin-plans" target="_blank">in favor of Borlan</a>d, ordering the district to release the documents.</p><p>Wendolowski promised to go to the next level and file an appeal in Luzerne County court, saying the OOR decision &#8220;boggles my mind.&#8221; While conceding he is confident Borland would never use the plans improperly, he had argued that releasing detailed plans could put students and faculty in the building at greater risk of attack, and make it easier for those intent on doing harm to damage the building.</p><p>But nothing has been filed, and both men confirmed they have been talking about the request.</p><p>&#8220;I have had a discussion with Kim Borland regarding the OOR issues and will continue to have further discussions,&#8221; Wendolowski said via email Thursday.</p><p>The question apparently centers on the amount of details to be released. During a meeting this week with the Time Leader Opinion Board, Wendolowski said the denial &#8220;is clearly not an effort by the board to hide something. We <em>want</em> to show what we are going to do. But you can understand why we might not want the mechanical systems on the web, or why we might not want to have security camera locations on the web.&#8221;</p><p>Neither commented Thursday on a possible compromise that could avoid further court battles, but Wendolowski did promise &#8220;to continue to have further discussions.&#8221;</p><style>
