<p>WILKES-BARRE &#8212; Pennsylvania State Police arrested two city men on drug charges Tuesday after a series of undercover buy/bust operations in the city.</p><p>The PSP Troop P Vice/Narcotic Unit along with the Wilkes-Barre Police Department Anticrime Unit conducted a series of buy/bust operations between noon and 4 p.m. at various locations in the city and seized quantities of suspected crack cocaine and heroin, police said.</p><p>Arrested were Devonte Damian Parham, 23, of Dana Street, and Ryan V. Robles, 22, of Wyoming Street. Police noted that Robles was a fugitive from justice.</p><p>Charges filed included possession with intent to deliver a controlled substance, delivery of a controlled substance, unlawful use of a telecommunication facility, criminal conspiracy and possession of a controlled substance.</p><p>The Vice/Narcotic Unit and Anticrime Unit were assisted by patrol units from PSP Troop P and Wilkes-Barre police.</p><style>
