Two men charged with public intoxication in Wilkes-Barre

WILKES-BARRE — A city man was found unable to sit up on the sidewalk without falling over, leading to his arrest for possession of drug paraphernalia and public drunkenness.

Police say they sound Joshua Wink, 30, of Wilkes-Barre, at 3:05 p.m. Friday on Coal Street visibly intoxicated in public to the degree he was incapable of self care. Wink was found to be under the influence of unknown chemical substance.

A subsequent search revealed items of drug paraphernalia.

The two charges were filed with District Court 11-1-02.
