WASHINGTON (AP) — The Senate's top Democrat says he and President Barack Obama won't permit a stopgap spending bill that kicks Washington's unfinished budget business into next year — as some tea party conservatives are demanding. That's the message from Nevada Democrat Harry Reid in a conference call with reporters. And it's in keeping with the private plans of House and Senate GOP leaders. For them, a short-term fix — required to prevent a government shutdown — is the main order of business in September's pre-election congressional session. Reid also is pressing to settle a fight over federal money to fight the Zika virus. Senators returning to work Tuesday will turn first to battles over Zika and increases in defense spending.
