Thousands of naked bicyclists swarm City of Brotherly Love

LANCASTER, Pa. (AP) — An appeals court judge has ruled that a dispute over a central Pennsylvania judge's handling of traffic cases should go before the state Supreme Court. LNP newspapers (http://bit.ly/2ctuYPe ) reports that the Commonwealth Court judge agreed with Elizabethtown District Judge Jayne Duncan about the jurisdiction of the case Friday but didn't rule on the merits. Last year, another judge sitting in for Duncan convicted a man in absentia of three citations. But the verdicts were never recorded, and at another hearing he appeared before Duncan and pleaded guilty to two charges with the third withdrawn. The Lancaster County district attorney then sought to have Duncan ordered to reinstate the original three verdicts, and a Common Pleas judge agreed.
