PHILADELPHIA (AP) — The public's right to view videos made by police vehicle cameras is the subject of an appeals court hearing, a case that began with a 2014 traffic accident near State College. The state Supreme Court will have to decide after the hearing in Philadelphia on Wednesday whether to uphold a lower court ruling and give Michelle Grove access to the videos. The case raises questions about what constitutes investigative materials that police can withhold and how to balance provisions of state laws that address access to public records, handling of criminal history information and wiretapping rules. The state police say Commonwealth Court erred when it sided with Grove last year. The agency argues the ruling would mean all such police recordings are public records.
