Temporary service disruption expected as crews repair broken water main in West Pittston

<p>WILKES-BARRE &#8212; A homeless man who stayed a friend&#8217;s residence over the weekend violated Megan&#8217;s Law registration requirements, according to police.</p><p>Police said that at 10:11 a.m. Monday, officers responded to a residence on North Main Street for a report of a man refusing the leave a residence. The resident told police she let Bertram Cecil Sandy, 40, of Wilkes-Barre, stay at her residence over the weekend because he was homeless.</p><p>Sandy allegedly refused to leave when he was asked, and the resident called 911.</p><p>Upon police arrival, police said Sandy agreed to leave, but officers were informed Sandy was in violation of Megan&#8217;s Law registry requirements.</p><p>Sandy was arrested and charged with failure to comply with Megan&#8217;s Law registration requirements.</p><style>
