<p>WILKES-BARRE &#8212; Police said Allen Thomas, 42, of Plymouth was arrested shortly after noon on Oct. 20 after he was seen by witnesses and captured on video throwing a cinder block into a vehicle&#8217;s window and stealing a purse inside. Police said they were dispatched to a report of a man attempting to break into a vehicle on East Main and later located Thomas who was taken to headquarters.</p><style>

Car break-in caught on video, police arrest suspect
